Biography

Thomas B. Considine is CEO of NCOIL, the National Conference of Insurance Legislators. He previously served the State of New Jersey as the Commissioner of the Department of Banking and Insurance (DOBI). He is a proven insurance & healthcare c-suite executive with a broad understanding of issues from the business, legal and regulatory perspectives.

The National Council of Insurance Legislators (NCOIL) established the new position of Chief Executive Officer and named Considine to it effective January 1, 2016 to transform the now 50-year-old organization via strategic repositioning & growth.  He provides strategic guidance to the elected legislative membership; executive direction to staff; and planning & execution regarding the growth of the organization. Considine has increased NCOIL’s top-line revenue 70%, bottom-line revenue over 100%, and legislator participation over 30%.

Considine also serves as Principal and Managing Partner of GravilaurSolutions, LLC, an organization that provides strategic, operational and regulatory consulting to a number of business associations, health plans, hospital systems, insurance companies and others, as well as providing Expert Witness and Alternate Dispute Resolution services.

Considine serves actively on the Boards of the Visiting Nurses Association Health Group, where he Chairs the Audit Committee, as well as the American Property Insurance Company, where he serves on the Audit Committee.  He has also served on other for-profit and not-for-profit boards in the past, including as an officer. 

Considine comes to Gravilaur and NCOIL following turnaround service as CEO of Meadowlands Hospital Medical Center and COO of MagnaCare, a regional health plan with $3 billion annually in premium equivalents. 

As the New Jersey Commissioner of Banking and Insurance, in addition to serving as the primary advisor to the Governor on issues related to banking, insurance, real estate and managed care, Considine led the state through reaccreditation by State Banking (CSBS) and Insurance (NAIC) organizations.  Considine’s NAIC peers elected him to the organization’s Board of Directors, as well as a member of its Executive Committee and as Chair of its Northeast Zone. 

Prior to his service to New Jersey, Considine spent 17 years at MetLife in positions of increasing responsibility.  At the time he departed to join the NJ Cabinet, he served as Vice President & Government Relations Counsel responsible for leadership of state government relations and public policy throughout the US for all aspects of the financial services conglomerate, a position through which he served as a member of MetLife’s Global Legal Affairs Department leadership team.

Before joining MetLife, Considine served as a litigation associate at Connell, Foley & Geiser, a major New Jersey law firm. Following law school, Considine served as Judicial Law Clerk to the Honorable Clarkson Fisher, Senior United States District Court Judge in New Jersey.

Considine holds a JD cum laude from the Seton Hall University School of Law, and a BS magna cum laude from the Stillman School of Business at Seton Hall University, where he received the Outstanding Alumni Service Award in 2012. Additionally, he served on the Seton Hall University Alumni Board of Directors. He also holds postgraduate certificates from Northeastern and the Harvard Business School. 

In 2013, the Irish Legal 100 recognized Considine as one of the top 100 lawyers of Irish-American descent in the United States. He has repeatedly been ranked among the “most powerful” or “most important” people on various journalistic lists in NJ throughout the decade.
