As Director of the Risk Management department, I supervised five direct reports and managed the insurance program for the Virginia Port Authority, Virginia International Terminals, LLC (VIT) and HRCP II, LLC (collectively the “Port”). The Port consists of 5 marine terminals and an Inland Port. During my tenure, the Risk Management department accomplished the following:


  • Established the port's Enterprise Risk Management Program
  • Managed the Port's insurance portfolio with an annual budget of approx. $17 Million Dollars
  • Managed simultaneously two OCIP insurance programs for two different marine terminal construction projects with a combined budget of $700 Million Dollars
  • Supervised and contributed to creation of the port's claims manual
  • Purchased, supervised the installation and implementation of a new claims management system.
  • Oversaw the transition of the port's worker's compensation program from another department into the risk management department. Further, participated in the selection of a new third-party administrator to handle the port's state and federal worker's compensation claims. Within 18 months of taking control over the worker's compensation program we decreased the average cost per claim from $220,000 to $20,000

On July 1, 2018, the Risk Management and Contract departments underwent a reorganization, which resulted in the elimination of my former position. After reorganization, I transitioned into a role that focuses on contracts. In this new role, I’ve drafted contracts concerning two terminal construction projects, railroad agreements with CSX and Norfolk Southern, drayage, intermodal chassis agreements, non-disclosure agreements, vendor agreements, SaaS, ship line and barge service agreements, stevedoring agreements and terminal leases involving containerized and break bulk cargo. Further, I supervised VPA and VIT contract managers and assist the Authority’s General Counsel in various legal matters including EEOC litigation management.

I was tasked with investigating and adjusting marine and transportation-related bodily injury claims nationwide, including accidents on marine terminals and vessels. Drafted hundreds of reports to insurance adjusters concerning results of my investigation and suggested courses of action to best protect their assureds. In addition, I managed Jones Act seaman bodily injury claims and ensured proper payment of ‘Maintenance’ and ‘Cure’ obligations on behalf of the seaman’s employer.

Responsible for the defense of shipowners, marine terminals, tugboat operators and recreational boaters in high exposure maritime casualties involving bodily injury, death, property damage, and environmental claims in state and federal courts nationwide.  An important part of my duties at the beginning of a case is to develop aggressive defense strategies with guidance from clients and insurance carriers while ever mindful litigation budget parameters. Supervised and trained less experienced attorneys, paralegals and interns concerning drafting pleadings, discovery demands, motion practice and procedure, depositions and trials.

Developed strategies to resolve high exposure personal injury and property damage claims short of litigation. Successfully executed the department’s ‘face to face’ initiative and reduced the percentage of claims in litigation from 62% to 11% in three years. Conducted seminars for claims professionals and staff counsel to educate them concerning the unique nature of maritime claims and litigation and how to effectively negotiate claims involving personal injuries, ‘maintenance’ and ‘cure’ and maritime salvage.  I managed outside counsel and staff counsel to develop cost-effective litigation strategies which placed the insured in the best position to succeed.  Identified and resolved insurance coverage issues and participated in settlement conferences, mediation, arbitrations and trials.
