Careen Shannon is a Partner based in the New York office of Fragomen Worldwide, the world’s largest law firm focusing on U.S. and global immigration law. Careen also serves as the firm’s Director of Communications, and plays a key role in managing best practices and communications for the firm in the U.S. and around the world.

A frequent speaker and writer, Careen has spoken before numerous bar associations, professional organizations, human resources groups and nonprofit immigrant advocacy organizations, and has written countless articles and blogs on immigration law topics for a variety of legal, human resources, global mobility, academic and mainstream publications. She is the co-author, with Austin T. Fragomen, Jr. and Daniel Montalvo, of a number of legal handbooks and treatises published by Thomson Reuters/West and the Practising Law Institute.

Careen is deeply dedicated to pro bono work, and in 2014 she spearheaded Fragomen’s nationwide effort to provide pro bono legal services to unaccompanied minors and to immigrant women and children detained near the U.S.-Mexico border. She serves on the Board of Directors of Safe Passage Project, a nonprofit organization in New York whose mission is to ensure that no child appears in immigration court without a lawyer.

For more than a decade (2004-2015), Careen was also an Adjunct Professor of Law at Yeshiva University’s Benjamin N. Cardozo School of Law, where she taught a survey course on U.S. immigration law, and served as Director of the Immigration Law Field Clinic and taught an associated seminar.

Careen obtained her J.D. from the public interest-oriented City University of New York (CUNY) School of Law in 1989, and her B.A. (in English, French and East Asian Studies) from Oberlin College in 1981. She studied abroad in Denmark, France and Japan, and spent a law school winter term in Cuba.

Careen is fluent in English and Danish, proficient in French, and has a working knowledge of Spanish, Norwegian, Swedish and Japanese.
