Overview

The New York City carriage horse industry has received widespread attention from the media, state and city legislatures, the animal protection community, and even celebrities. Concerns about the welfare of the horses, the financial impact of banning or further regulating the industry, and various alternatives to the use of horses to pull carriages in New York City streets are the subject of ongoing national debate.

Using New York City laws as an example, they discuss the current climate of the industry, examine the pending New York legislation and efforts to regulate and ban the use of carriage horses, and conduct an overview of carriage horse laws nationwide.
