Noelle Letteri has over 15 years of health care, regulatory, administrative, and civil litigation experience.  Prior to joining The Silva Law Firm, Noelle was an associate with the Houston based firm Berg and Androphy where she had a nationwide practice of representing whistleblowers in qui tam actions primarily focused on health law issues. 


Noelle initially gained her qui tam experience as an Assistant Attorney General in the Civil Medicaid Fraud Division.  During her tenure representing the State of Texas she participated in nationwide qui tam investigations working in conjunction with the United States Attorney Generals and attorneys from the Department of Justice.  She interviewed the whistleblowers, issued Civil Investigative Demands, conducted Examinations Under Oath, participated in several large settlement negotiation and drafted corresponding settlement agreements.


Noelle first gained her experience in health care law as lead attorney for the Texas State Veterans Nursing Homes owned by the Texas Veterans' Land Board.  Noelle also represented the State of Texas as a Staff Attorney for the General Land Office working on oil and gas matters, open records requests and compliance, open meetings compliance, and representing the agency during several legislative sessions.
