Ethics in Federal Government Contracting and the 'Revolving Door'

In addition to the 'standard' ethical rules to which all attorneys are held, lawyers in the federal contracting field face a broad array of regulations and unique scenarios that can create specialized ethical challenges and obligations. These particular issues are only further enhanced as attorneys move through the 'revolving door' from government service to private industry (or vice versa), or hold concurrent obligations by virtue of reserve duty with the U.S. Armed Forces, National Guard, or similar services.

This program will employ real-world scenarios to explore some of the unique ethical obligations and restrictions faced by government contracting attorneys from the perspective of government employees, private sector, and reservists.

Learning Objectives:

1. Identify how the ABA Model Rules of Professional Conduct relate to the federal ethics laws applicable to government employees and procurement integrity requirements applicable to government contractors
2. Analyze how these statutes and regulations apply in different real-world scenarios
3. Provide practical guidance to spot hypothetical ethical issues in various scenarios and reduce attorneys' risk of ethical violations
